About Jacquie Baly

Dr. Jacquie Baly is a nationally recognized public policy expert, professor, author, and community leader whose work has shaped education, infrastructure, healthcare, and economic opportunity across Texas. After migrating from the Caribbean to Texas at age seven, Dr. Baly built a career defined by resilience, service, and historic leadership.

With over 18 years as a professor at the University of Houston, she has advised corporations, nonprofits, and government leaders at the city, county, and state levels. Her work includes advising Governor Abbott and Governor Perry on higher education initiatives, helping drive more than $116 million in funding to public universities through the Governor’s University Research Initiative, and contributing to landmark legislation, including a $3 billion biomarker bill with the American Cancer Society.

Dr. Baly has served as Mayor Pro Tem of Sugar Land, chair of the Harris County Women’s Commission, and a board member for numerous civic, cultural, and nonprofit organizations. She has been honored by the Texas Women’s Hall of Fame, named one of USA Today’s Most Influential Blacks, and recognized as Role Model of the Year and Philanthropist of the Year.

Through her work in public service, education, philanthropy, and leadership, Dr. Jacquie Baly continues to inspire others to break barriers, master their craft, and create a lasting legacy.
